UPM sells mill to community

Producer of graphic papers, UPM Communications Paper, has finalised the sale of its Chapelle Darblay newsprint mill site to the Community of Rouen.

The Métropole Rouen Normandie municipal authority purchased the mill from UPM to preserve paper production and to create more jobs

The sale covers only the land, buildings and equipment meaning no staff will be transferred.

A release outlining the sale says: “UPM had originally committed to selling the site to a consortium of two partners: Samfi and Paprec France in October 2021. The Community of Rouen then pre-empted the sale of the Chapelle Darblay land and buildings in February 2022, cancelling the sale to Samfi and Paprec France.

“UPM will remain committed to the French newsprint market and will continue close collaboration with its partners and customers in France.”

According to EUWID Recycling and Waste Management, the Rouen municipality has now initiated the resale to Veolia. It is believed that together with pulp manufacturer Fibre Excellence, Veolia plans to rebuild the mill to produce recycled corrugated case material.

It is not yet known when the mill will be rebuilt after it was closed by UPM in mid-2020.
